Procurement Manager(closed)
Responsibilities:
Contracting Strategies & Tender Plans:
- Identification of all requirements in requisition for purchase issued by Design Department
- Reviews End User Scopes and advises most appropriate tendering and contracting strategy
- Examine scope of work and other information provided by End Users and/or consultants for completeness and consistency
- Establish delivery terms, time and stages of inspection for the supply with Project Management Team
Tender Period:
- Manages the communication, bidder’s queries and Tender Addendum's during the tender period with necessary input from the End User where required
- Ensure that all potential suppliers are provided with identical information upon which the quotations are given equal opportunity to meet the desired requirements
- Receiving the price quotations (competitive quotes)
Tender Evaluation:
- Coordinate and attend technical and commercial bid openings
- Preform evaluation of commercial aspects of the technical submissions and evaluation of the commercial bid
- Reiterate with designers and suppliers for finalization of quantity and quality
- Prepare schedule of comparison
- Negotiate with suppliers on lead-time, cost and quality so as to obtain the maximum benefit for the company
- Negotiate the best payment terms and contract conditions, maintaining high level of integrity
- Prepares recommendation for award for Notice of Award
- Maintain the BOQ with updates from suppliers until after awarding the contract
General / Other Responsibilities:
- Develop, lead and execute purchasing strategies, policies and procedures
- Develop and implement organizational procurement policies and processes to ensure a consistent and standardized approach and to drive improvements and efficiencies in procurement activities
- Design and execute an organizational procurement strategy, supported by tactical and innovative procurement programs
- Establish performance standards and evaluation processes to assess and report on procurement activity in terms of progress, results, value and cost
- Identify and manage commercial, contractual, operational, financial, reputational, ethical and supply chain risks to minimize negative impacts on organizational objectives while encouraging opportunity and innovation
Requirements:
- Minimum of 10 years of experience in Procurement with Construction organizations
- Bachelor’s / Master’s Degree in Engineering with a Procurement Qualification (e.g. CIPS or relevant Masters)
- International and Middle East experience is advantageous
- Solid and proven experience in construction industry (preferably with Contractors)
- Experienced / Managed tenders in values above $10M
- Demonstrated ability to achieve cost savings
- English and Russian language skills
- Proficient user of Excel, word, and other ERP/ Procurement management system
- Advanced Excel skills (pivot tables, Vlookup but not limited to)
- Monthly Salary: 4000 AZN
